Rosemary Namayanja the Deputy Secretary General of National Resistance Movement has eulogized Richard Bwabye Ntulume as a top notch Resident District Commissioner who will be irreplaceable.
Bwabye died on Friday at Mulago National Referral hospital after suffering illness for months . He will be buried on Monday at Kagugo village in Luwero sub county .
On Sunday councillors held a special council where a motion was passed to honor his contributions to the district.
The Councillors led by District Speaker Derrick Lukanga and Erastus Kibirango the LC 5 Chairperson each praised Bwabye for his tireless efforts to fight land conflicts through mediation and good listening skills .
Bwabye was also hailed for being humble and respecting all leaders of the district despite political affiliations.
During the sitting, Rosemary Namayanja the Deputy Secretary General of National Resistance Movement narrated how he met Bwabye 28 years ago and since then she has enjoyed a cordial working relationship with him till his death .
Namayanja said that Bwabye grew up from being a village youth leader ,district councillor to the position of the Resident District.
Namayanja said that Bwabye was a principled, strategist,non-confrontational leader and a top notch Resident District Commissioner whom the office of President may find difficult to get an equivalent.
”Bwabye was a top notch Resident District Commissioner who could be deployed even in difficult situations and diffuse tensions using non-confrontational skills.” Namayanja said
She added that while serving as RDC Bwabye diffused tensions even in districts where others failed .
She cited Lwengo district where leaders were not seeing eye to eye but upon his deployment,he reconciled them and restored peace in the area .
She added that Bwabye was also an architect of different initiatives and left an indelible mark on leadership but never bragged about them .
She cited the Greater Luwero Transformation Programme which is coordinated by her office but the draft was written by Bwabye. The programme has enabled the residents of Luwero, Nakasongola and Nakaseke to get free farm inputs to promote household income
Bwabye was mentored by Namayanja and Ambassador James Kinobe. Later Bwabye become influential strategist for the two national leaders till his death
” Bwabye grew up from being mentored to a leader and I could rely on him for advice . You are aware as a leader you need a person who can tell the king that you are naked . Many people want to tell us what we want to hear . But during my political journey,Bwabye was among the people who could tell me what is good and bad. Bwabye has been a leader who could fix things for me in case they go astray” Namayanja said
Namayanja extended heartfelt condolences to the family for a loss of such a great man and pledged to ensure that surviving children get education.
Bwabye previously served as Deputy RDC for Kalungu,Rubaga , Kira , Mukono, Lwengo before he was promoted and deployed to Luwero where he died as a full RDC .
