The political contest for Luwero District Woman Member of Parliament seat is far from over even after the General Elections held on 15th January 2026.
What started as a race for the Woman Member of Parliament seat has now turned into a legal battle in court where the winner will be decided.
On 17th January 2026, Luwero District Returning Officer Sam Rutemba Agaba declared Brenda Nabukenya of National Unity Platform as dully elected District Woman Member of Parliament after defeating her close rival Agnes Kirabo Nantongo of National Resistance Movement with a big margin of 11,703 votes .
According to Electoral Commission , Nabukenya garnered 67,399 votes whereas her closest rival Kirabo got 55,697 votes among others. As the dust settles after hotly contested race and tension during declaration of the winner.

Kirabo has set another court battle ,petitioning Luwero High Court asking it to set aside Nabukenya’s victory and declare her as the rightful winner of the seat.
In her petition , Kirabo claims that according to various certified copies of declaration forms obtained from Electoral Commission, she got 67,883 votes defeating Nabukenya who received 66,864 votes . In turn of events , Kirabo claims that she defeated Nabukenya with margin of 1019 votes.
Through her lawyers of Messrs. Crane Associated Advocates, Kirabo tells that declaration of Nabukenya was therefore erroneous , unlawful and contrary to the will of the electorate as it disregarded the actual votes cast and counted at the polling stations .
Kirabo said the declaration of Nabukenya by Electoral Commissioner contravenes section 72(1) and 77 of the Parliamentary Elections act.
To back her petition, Kirabo annexed her affidavit and several certified copies of declaration forms from polling stations especially from Makulubita, Katikamu and Wobulenzi town council among others to back her claims.
Kirabo also faulted Returning Officer of tallying the final results without displaying each results for polling station for candidates to compare with their own declaration forms.
Kirabo asked the court to declares that the elections were conducted in non compliance with the provisions of Parliamentary Elections act and this affected the results in substantial manner .
Kirabo also asks Court to declare her as duly elected Woman Member of Parliament and award her costs for the suit.
By Monday, Nabukenya and Electoral Commission were yet to respond to the petition.
Will it uphold elections of Nabukenya or declare Kirabo as she prayed to court? The voters now wait for Luwero High Court to decide on the actual winner of the race.
Last week, Esther Nakawooya the former National Unity Platform candidate for Nakaseke District Woman Member of Parliament also petitioned the High Court in Luwero challenging the declaration of National Resistance Movement Candidate Sarah Najjuma as the winner for seat citing electoral malpractices.
Through M/S Alaka and Co. Advocates, Nakawooya said the elections were marred by ballot staffing of pre ticked votes, multiple voting,and alteration of results in favour of NRM candidate Sarah Najjuma.
The respondents have 10 days to respond to the petition before the Court fixes the hearing dates.
