The State House Anti-Corruption Unit has arrested four officials from Mityana District Service Commission on charges of Abuse of Office and Nepotism.


Those officials include Dr. Fred Lwassampijja the Chairperson of the District Service Commission, Hussein Mukiibi, the Secretary to the Commission , Andrew Ssekibuule Andrew a member to the Commission, and Anna Miriam Nassali, the Vice Chairperson LCV Mityana District.



The arrest followed a preliminary investigation that uncovered rot in the recruitment exercise in Mityana. The four officials fficials are accused of conspiring to favor their relatives in the recruitment process, significantly undermining meritocracy and fair competition for available positions within the district.



Dr. Lwasampijja Fred is alleged to have irregularly influenced the appointment of his own daughter, to the critical role of Municipal Labour Officer in Mityana Municipality, despite her lacking the necessary qualifications.


Additionally, the District Vice Chairperson LCV Anna Miriam Nassali is suspected of leveraging her position to secure the appointment of her husband, as an Education Assistant specializing in Guidance and Counseling, a role typically requiring specific credentials and experience.


Ssekibuule is accused of influencing the appointment of his wife, as the head teacher of Kasalaga Primary School and son, for the position of Accountant at Mityana Municipality, as well as his daughter, as a Grade 3 Teacher .

” All of these appointments are reportedly occurred without any disclosure of conflict of interest to the Commission, further compounding the ethical violations in accordance with the Leadership Code Act and the Uganda Public Service Standing Orders” The State House Anti Corruption statement read in part

The actions of these officials not only raise serious questions about integrity and governance but also highlights the pressing issue of corruption within the public service sector.

“The ongoing investigation aims to restore accountability and integrity in the recruitment processes in Mityana District and ensure that qualified candidates are given equitable opportunities in public employment.” The Statement added

The Four officials face charges of nepotism and abuse of office contrary to the Leadership Code Act
