On Friday, Erasto Kibirango and Ignatius Koomu Kiwanuka were officially sworn in as LC5 Chairpersons of Luwero and Nakaseke districts respectively, after successfully defending their seats in the February local government elections.
Following the swearing-in ceremony, Erasto Kibirango, the National Unity Platform (NUP) elected chairperson, appointed Viola Nanteza as the Vice Chairperson of Luwero District.
Nanteza, who serves as the district female youth councillor, secured the position after stepping down from the Speaker race in favour of NUP ‘s Yusuf Magimbi the district Councillor for Kikyusa town
Meanwhile, Florence Nagitta the District Councillor for Makulubita sub county was elected unopposed as Deputy Speaker.
Kibirango also named Busiika ‘s councillor Ahmed Kasibante as Secretary for Finance, while Ndejje Councillor Issa Nsubuga was appointed Secretary for Production. Christine Nalugo the District Councillor for Bamunanika Sub county was appointed Secretary for Health and Education.
According to Kibirango, appointing an NRM councillor as Vice Chairperson was intended to promote unity and cohesion within the district council.
However, in neighbouring Nakaseke District, LC5 Chairperson Koomu made a surprising decision by dropping his longtime ally Richard Mavuma, who had served as Vice Chairperson for a decade. The move reportedly left many of Koomu’s supporters and allies shocked.
Koomu replaced Mavuma with Nakaseke Sub county Councillor Benjamin Makanga amid reports of a fallout between the two leaders.
Defending his decision, Koomu said the replacement was made after considering “strategic factors,” adding that he understood why many people would be surprised by the move.
Koomu also retained Kinyogogga Sub county Councillor Fred Rwabirinda as secretary and appointed former Speaker Moses Mayanja together with Kapeeka sub female councillor Joyce Nakayenga as secretaries, although he did not specify the sectors they would oversee.
The Nakaseke District Council also elected Ngoma sub county and town council female councillor Cynthia Busingye as Speaker after defeating rival David Kimuli. John Kyeyune the District Councillor for Kapeeka sub county also won the position of Deputy Speaker after defeating Andrew Kaasa.
In Nakasongola District, Rogers Kulaba Ssemanda the LC 5 Chairperson appointed former Bukedde correspondent and district councillor for Wabinyonyi, Fred Kabanda, as his Vice Chairperson.
The district council also elected Paul Ssejjemba as Speaker.
With the appointment of executive committees and the election of speakers now concluded across the districts, attention is expected to shift to the formation of council committees before official business resumes.
