Government Moves to Regulate Waste Management Ahead of 3rd National Cleaning Day

Government Moves to Regulate Waste Management Ahead of 3rd National Cleaning Day

The government is planning new measures to strengthen waste management at community level as Uganda prepares for the third National Cleaning Day on September 26, 2026.

Prime Minister Robinah Nabbanja said the exercise will be conducted across the country from 7 a.m. to 10 a.m., with Hoima City serving as the national focal point.

 

Nabbanja urged households to sort waste at the source and use authorised waste collectors, while calling on political, cultural and community leaders, Members of Parliament and other leaders to lead by example.

 

She also urged the public to follow guidelines on movement during the exercise and cooperate with security agencies.

 

Hoima City Mayor Edward Isingoma said the city has improved its preparations after challenges experienced during the first two cleaning exercises.

 

Isingoma said the first exercise generated large volumes of garbage, but the city lacked enough vehicles to transport the waste, leaving some roads uncleared for several days.

 

He said the second exercise was better organised, with increased teamwork and more vehicles available.

 

For the third exercise, the city needs eight trucks. Isingoma said two are available from the city, another has been secured , while efforts are underway to mobilise five more.

 

“We had a lot of garbage, but we never had enough transport,” Isingoma said.

 

He added that the city has formed teams, improved coordination with security agencies and communities, and started preparing the dumping site to handle the expected increase in waste.

 

 

Police Deputy Spokesperson Diana Nandawula said security supervision will be enhanced during the exercise, particularly in highly populated areas.

 

She said additional commanders will be deployed and urged the public to cooperate with officers when stopped.

 

Nandawula said the police officer implicated in the fatal shooting of boda boda rider Ronald Kizito Jjuuko during a previous cleaning exercise was arrested, appeared in court and was remanded to Luzira Prison.

 

 

Nandawula urged people who qualify for exemptions from movement restrictions to carry the necessary documentation and cooperate with security officers to avoid confrontations.

 

 

State Minister for Finance, Planning and Economic Development Amos Lugoloobi said the Ministry is ready to support the programme where resources are required, subject to government approval.

 

Minister of Science, Technology and Innovation Monica Musenero said the government is considering converting waste into energy.

 

She said Cabinet will discuss waste management around the Kampala storage terminal and other disposal areas.

 

Musenero said Uganda also intends to change the way the garbage is managed by adopting technologies that can turn waste into energy.
