Uganda Electricity Distribution Company Limited (UEDCL) has embarked on a major transformation agenda under its new leadership, signaling a renewed commitment to improving electricity distribution, strengthening operational efficiency, and restoring public confidence in the utility.

The leadership transition comes at a critical moment for Uganda’s power sector. Over the past year, UEDCL has faced persistent challenges, including frequent outages, infrastructure constraints, technical losses, and increasing public concern over service reliability. These issues have affected households, businesses, industries, and institutions that depend on stable electricity supply to operate effectively.

Recognizing the urgency of the situation, the new management has outlined a strategic reset anchored on the vision of moving “from stabilization to reliability and public trust.” The agenda focuses on restoring operational stability while laying the foundation for a more responsive, accountable, and efficient electricity distribution system.

At the center of the reform agenda is a 100-day action plan designed to deliver immediate operational improvements. The plan prioritizes infrastructure assessments, preventive maintenance, vegetation management, faster fault restoration, improved responsiveness to customer concerns, and stronger stakeholder engagement.

The leadership has also emphasized professionalism, discipline, transparency, and accountability as key principles guiding the transformation process. Internal performance systems are being strengthened to ensure measurable results and improved service delivery across the organization.

Collaboration with government institutions remains a key component of the reform strategy. UEDCL is working closely with the Ministry of Energy and Mineral Development to align operational priorities with national energy policies, while the Electricity Regulatory Authority (ERA) continues to oversee compliance with industry standards and performance targets. The Ministry of Finance, Planning and Economic Development is also playing a role in supporting financing and oversight mechanisms necessary to sustain the reforms.

The utility’s immediate targets include reducing outage durations on priority power lines, addressing technical and commercial losses, and improving efficiency in customer connections as materials become available.

Technology is also expected to play a central role in the transformation. UEDCL plans to introduce real-time monitoring systems and advanced operational analytics to strengthen grid management, improve fault detection, and enhance response coordination.

Beyond technical reforms, rebuilding public trust remains a major priority for the new leadership. Community engagement initiatives and public communication campaigns have already been introduced to improve information sharing, address customer grievances, and keep the public informed about ongoing improvements.

The leadership has also committed to strengthening emergency response mechanisms to ensure disruptions are handled more efficiently and transparently.

The reforms come at a time when reliable electricity distribution is increasingly viewed as essential to Uganda’s industrialization agenda and broader economic growth strategy. Stable power supply remains critical for manufacturing, investment, digital innovation, healthcare, education, and small business development.

UEDCL’s transformation agenda therefore represents more than an internal restructuring effort. It reflects a broader push to strengthen confidence in Uganda’s electricity distribution network and support the country’s long-term development objectives.

As implementation begins, attention will remain focused on how effectively the utility translates its reform agenda into visible improvements in service delivery, operational reliability, and customer satisfaction.
