Fadil Twalla
General Muhoozi Kainerugaba has appointed Fadil Twalla as the new Secretary General of the Patriotic League of Uganda (PLU), replacing Daudi Kabanda, who has served in the position for the past three years.
Twalla, the Member of Parliament for Tingey County, takes over from Kabanda, the Kasambya County MP, following changes announced by Muhoozi, the Chairperson of PLU, on Monday through his X account.
”The National Vice Chairperson of PLU, Mr Michael Nuwagira, is hereby instructed to organise the handover/takeover ceremony of the position of General Secretary of PLU as soon as possible. From Hon. Kabanda to Hon. Fadil. All PLU Ministers and Members of Parliament must attend,” Muhoozi posted.
Twalla welcomed the appointment, describing it as a great honour and expressing gratitude to Muhoozi for entrusting him with the role.
”I am humbled by the great opportunity bestowed upon me by my Chairman, General Muhoozi Kainerugaba, to take up this new role as Secretary General of the Patriotic League of Uganda,” Twalla wrote on X.
”I pledge to serve to the best of the organisation’s expectations and as directed by my Chairman. I will work to foster unity, strengthen our organisational structures from top to bottom, and ensure that we build the strongest organisation possible.” Twalla added
Kabanda has since thanked Muhoozi for the appointment and wished Twalla success in the office

Kabanda’s exit comes months after he led PLU’s withdrawal of support for former Speaker Anita Annet Among and publicly declared the organisation’s backing for Jacob Marksons Oboth for the position of Speaker of Parliament.
The former Secretary General had also been widely rumoured to be among those considered for Cabinet appointments but was ultimately left out of the latest list.
Meanwhile, Muhoozi retained Michael Nuwagira, Edwin Karugire, Michael Mawanda, and Andrew Mwenda on the PLU Central Committee.
He also signalled further changes within the organisation, indicating that additional appointments to the Central Committee will be announced in the coming months.
”In the next few months, I will appoint a new membership of the Central Committee of PLU. We achieved what we set out to do with the previous team. The new challenges that face us require a fresh team,” Muhoozi said.
The latest reshuffle is expected to shape the future direction of PLU as the organisation seeks to strengthen its structures and expand its political influence across the country.
