Cabinet has approved the principles for the proposed Plant Machinery and Vehicle Management Bill, 2026, paving the way for a new legal framework intended to streamline the management of government-owned vehicles, machinery and equipment.
Addressing journalists after the Cabinet meeting held on Monday at State House Entebbe, the Minister for ICT and National Guidance, Rt. Hon. Justine Kasule Lumumba, said the proposed law seeks to eliminate duplication of responsibilities arising from the current fragmented legal framework, where different government agencies oversee various aspects of vehicle and equipment management.
Lumumba said the legislation will place professional oversight of all government plant machinery and vehicles under the Ministry of Works and Transport through a unified governance system.
“The proposal is to draft a bill on comprehensive regulation and governance of the modernized plant machinery and vehicle management system by instituting unified governance, adopting modern technologies, and implementing vehicle lifecycle management systems and reforms,” she said.
Under the proposed law, government intends to regulate the entire lifecycle of its vehicles and machinery, from acquisition and deployment to operation, maintenance, monitoring, relocation, upgrading, disposal and replacement.
The bill also seeks to establish standardized systems aimed at improving safety, operational efficiency and sustainability, while promoting innovation through emerging technologies such as artificial intelligence, robotics, automation and the Internet of Things.
Lumumba noted that issues such as penalties for misuse, negligence or abuse of government vehicles and equipment will be addressed during the drafting process and stakeholder consultations before the bill is presented to Parliament.
