‎The Ministry of Works and Transport (MoWT) has suspended two engineers over allegations of embezzlement of funds earmarked for the construction of the 23-kilometre Busega–Mpigi Expressway and its 20-kilometre access roads.

‎The suspension follows a directive issued by the Inspector General of Government (IGG), Lady Justice Naluzze Aisha Batala, on July 1, 2026.

‎

‎The suspended engineers are Edwin Kiyaga Raymond and Dickens Ahimbisibwe.

‎

‎According to the IGG, the directive was issued in line with instructions from President Yoweri Museveni, who ordered the immediate suspension of the two officials to pave the way for expeditious investigations into the allegations.

‎

‎Individual suspension letters issued by the Ministry of Works and Transport require the engineers to immediately hand over all government property, records, files, documents, equipment, and any other official items in their possession to their respective supervisors.

‎

‎The two officials have also been barred from accessing government office premises or carrying out any official duties unless expressly authorised. They have further been directed to remain available at all times to assist with investigations and any related administrative processes whenever required.

‎

‎In a statement released on Tuesday, the Inspectorate of Government commended the Ministry of Works and Transport for its prompt compliance with the directive.

‎

‎”This action demonstrates adherence to the principles of accountability and good governance. The Inspectorate of Government reiterates its commitment to upholding integrity, ethical standards, and the rule of law, and will continue to execute its constitutional mandate with diligence and impartiality,” the statement said.

‎

‎Also on Tuesday, Minister of Works and Transport Fred Byamukama inspected the Busega–Mpigi Expressway project to assess the progress of the ongoing construction works.

‎

‎”We are here to assess the ongoing works and ensure that, even as we resolve the existing concerns surrounding the project, construction continues uninterrupted,” Byamukama said.

‎

‎The inspections come as investigations into the alleged misuse of funds continue, with authorities emphasizing that the project will proceed despite the ongoing probe.
