KAMPALA – The National Resistance Movement (NRM) has deployed nationwide mobilisation and monitoring teams ahead of the forthcoming Local Council (LC) and Women Council elections, assigning senior party leaders and cadres to coordinate campaigns, monitor the electoral process and support party flag bearers across the country.
Speaking at the NRM Secretariat in Kampala, the party’s Secretary General, Rt. Hon. Richard Todwong, said the NRM has aligned its preparations with the Electoral Commission’s roadmap and has completed the key stages of its internal electoral process.
Todwong said the party elected its LC1 flag bearers in May 2025 before holding village barazas on July 10, 2026, to fill vacancies created after some candidates withdrew, relocated or died.
He added that parish registrars endorsed nomination papers for party candidates between July 11 and 14, while the official nomination exercise is taking place from July 15 to 19.
“I can confirm without fear of contradiction that the NRM has flag bearers in all villages for both the LC1 chairperson positions and the Women Council elections,” Todwong said.
He described the upcoming elections as critical to strengthening grassroots leadership and supporting the implementation of government programmes, particularly the Parish Development Model (PDM).
“The LC1 and LC2 elections are elections of the grassroots structures. As a party, we have the government programme of the Parish Development Model. It is important that we elect leaders who support government and can work smoothly with it to ensure our people fully benefit from PDM programmes,” he said.
Todwong noted that LC2 chairpersons automatically serve as chairpersons of the Parish Development Committees, making their election essential for the effective implementation of the Parish Development Model and other government initiatives.
NRM Deputy Secretary General Rt. Hon. Rose Namayanja Nsereko said the Secretary General had constituted nationwide coordination teams made up of members of the NRM Secretariat and other party cadres to serve as sub-regional coordinators under the supervision of members of the party’s Central Executive Committee (CEC).
She said the teams will begin by holding sub-regional meetings with district chairpersons, administrative secretaries, registrars and Members of Parliament to harmonise mobilisation strategies and brief leaders on the party’s election roadmap.
According to Namayanja, the mobilisation campaign will then move to the sub-county level before culminating in village barazas across the country.
She announced that the NRM will hold nationwide village barazas on July 22 to campaign for its flag bearers, promote party unity and mobilise support ahead of polling.
National Treasurer Amb. Barbara Oundo Nekesa said the party’s Central Executive Committee had approved modest financial support to facilitate NRM flag bearers during the grassroots campaigns.
She added that the Secretariat’s mobilisation teams will remain deployed throughout the country until the Women Council and Local Council elections are concluded.
NRM Director for Mobilisation Dr Rosemary Sseninde said the exercise has been organised around meetings at the sub-regional, sub-county and village levels to ensure effective coordination, consistent messaging and smooth implementation of campaign activities.
The deployment of the nationwide teams marks the final phase of the ruling party’s preparations as it intensifies mobilisation ahead of the grassroots elections.
The meeting was also attended by members of the NRM Senior Management Team, the Women’s League and other senior party officials.
